Review Comment:
   I would argue that having a separate host URL and image name is the hack. 
Nobody else (that I'm aware) does this, and I'm pretty sure it's against the 
spec.
   
   Just having a `docker://host/image/name@version` would make most sense to 
me. It's clearly a docker URL, and even though docker wouldn't support as-is, 
all you need is to drop the `docker://`. Plus podman supports that URL as-is.
