Based on the discussion in [CALCITE-7205](https://issues.apache.org/jira/browse/CALCITE-7205), I've submitted a new PR with a complete functional dependency implementation. I found that handling two separate commits in one branch, each requiring their own specific reviews, was quite challenging to manage. This version contains essentially the same content as the original [CALCITE-5913](https://issues.apache.org/jira/browse/CALCITE-5913), but with completely different class names. I'd greatly appreciate it if @mihaibudiu and @julianhyde could take another look at this implementation when you have time.
