Review Comment:
But checked operators are defined as [safeOps in RexSimplify's
SafeRexVisitor](https://github.com/apache/calcite/blob/ef667b041bb7953c91b601982b5af2b4a75b3e7a/core/src/main/java/org/apache/calcite/rex/RexSimplify.java#L1555);
so simplifyIs[Not]Null is just applying the same logic. If this is incorrect,
I guess it would need to be fixed separately.
