CAMEL-24645: camel-opa - cover the bearerToken option with an integration
test (#26195)

The bearerToken option was exercised by no test. The unit tests inject a
mocked OPAClient, which bypasses createClient entirely, and OpaIT ran an
unauthenticated OPA server, so nothing verified that the token actually
reached the server as an Authorization header. For a security-relevant
option that is the wrong thing to leave uncovered: silently failing to
apply it would leave a deployment believing it authenticates to its
policy decision point when it does not.

    OpaBearerTokenIT runs OPA with --authentication=token
--authorization=basic and a system authorization policy, so the server
genuinely rejects callers that do not present the token, and asserts
both directions: the configured token evaluates the policy, while no
token and a wrong token fail closed.

The container is built in the test rather than in the test-infra service,
which stays a plain server, but the image is still resolved from the
test-infra container.properties so the tag lives in one place. The system
policy lets /health through unauthenticated, otherwise the container wait
strategy could not start the server.
