A small note so the approval matches the code: after gnodet-bot's review, the ratio checks (negative / all-zero / sum > `Integer.MAX_VALUE`, with the `long` sum) moved from `doStart` into the `WeightedLoadBalancer` constructor in the last commit. That way `distributionRatioSum` is never computed with an int overflow. `doStart` keeps only the ratios-vs-processors count check.
