ci: do not fail the incremental build when setup-uv has nothing to cache
uv is only used by the recovered-flake report (CAMEL-24290), which the
incremental build does not
reach on every path, such as a main build that tests no module. The
setup-uv post step then fails
with "Cache path ... does not exist on disk", which fails the build job. Set
ignore-nothing-to-cache so an unused cache is skipped instead.
