Enable integration tests on ppc64le (#28672)
* chore: Update OPA container properties for PPC64LE architecture support
* fix: keep OPA integration tests skipped on s390x
* camel-opa: document OPA version gap for the ppc64le test image
icr.io/ppc64le-oss/opa-ppc64le only publishes v1.15.1, while the default
OPA test image is 1.21.4-static. Document the version divergence so it is
a known, deliberate ceiling until a newer ppc64le tag is published.
