Backport of #29221 to camel-4.22.x ([CAMEL-26606](https://issues.apache.org/jira/browse/CAMEL-26606)). **This is a manual port, not a straight cherry-pick, so it needs a regular review.** camel-4.22.x still uses the Vert.x `listen(port, host, handler)` callback form; the `listen(...).onComplete(...)` form came with CAMEL-23647 on main only. The same change is applied inside that callback: - the listen failure is kept in an `AtomicReference`; - after the latch, `startServer()` rethrows it as a `RuntimeCamelException`, with the bind error as the cause; - the message appends the throwable itself, as on main after the review there. `VertxPlatformHttpServerPortInUseTest` is identical to main's. The upgrade note for 4.22.3 goes to the 4.22 guide on main, in #29264. ### Tests (on camel-4.22.x) - camel-platform-http-vertx: 132 tests, 0 failures.
