this patch works in my environment, and i think we need couple of methods to be
added to RackInferringSnitch which is getReplicationFactor and getDatacenters
to make it work with the DCSS. Let me know if you dont agree with the changes,
i have renamed the DCEPS to XMLFileSnitch. there is a lot of changes in these
classes....
