did some cleanup (v2 attached).

reuseaddr is a no-op tho b/c it's being set during accept, not bind.  (TSocket 
out of the box always sets reuseaddr.)  if you care deeply about making it 
optionally false, you'll have to override more of TSocket, otherwise, i'm happy 
to drop that until someone actually complains.
