Covering bases.
I'm pretty new to the codebase. What avoids this happening normally? I guess 
the node is not considered a "live endpoint" while bootstrapping?

Similar code is in the ReadVerbHandler and StorageProxy's readLocal(). I wasn't 
sure what was redundant and what wasn't.
