I like the idea of user level control, however, managing the settings at a user 
level may become too tedious for the administrators. A simpler solution might 
be to provide global switch(es) to not allow any ALLOW FILTERING, no 
multi-partition queries, and no Secondary Index queries. And then allow the 
admin to override them for any "special" userid that needs to run a job such as 
Spark.
