I am still unable to reproduce with the following worklow:

Create a multiDC cluster, where in_memory_compaction_limit_in_mb = 1
 set up a keyspace using NTS
Create the same table as the reporter.
Write 5M rows to a single partition.
Flush
Select a row from the partition
Delete the row
Repair on all nodes
Select the row
