Currently the plan is simply to have a long running workload against a cluster
that performs queries at each CL, while certain administrative tasks are
occurring, to make sure that no stale reads ever occur. We won't have overlap
with dtests that specifically seed the cluster with inconsistent data, then
checks the CLs match their contract.
