... actually I think that is how we should deal with this for 3.0.
For forwards compatibility, we should require {{WHERE x IS NOT NULL}} for all
partition key columns.
When we actually add support for null partition keys we can lift this
requirement. And then we can extend WHERE to be more general as well.
