we decided to change the default behavior of displaying dates on the local
timezone, since that was not working on Windows due to python limitations (an
additional pytz library was needed to provide that functionality).
we need to provide an option for users to change the default timezone from UTC
to any other timezone, provided they have the pytz (or some similar library)
installed. Have you created a ticket for that [~aploetz]? If not, we can use
this ticket.
