I've also checked and don't think the stacktrace posted by [~paulo motta] is 
indicative of any particular problem, other than an unnecessary amount of work 
is being done in that situation, which shouldn't impact correctness. I think 
the earlier patch is a sufficient solution to this and agree that an error log 
is not necessary in that situation. I do suggest that the Shutdown state would 
be better handled by its own method for clarity, but that is an improvement 
handled in another ticket.

[~Stefania], I agree with your proposed solution; I don't have any better ideas 
without a significant rework of gossip that would introduce too much risk.  I'd 
say go ahead with that, and I'll be careful in keeping an eye out for 
performance impacts in review/testing.
