The semantics don't change.  There are additional semantics - mutations have to 
be in the same keyspace, have the same partition, have the same CDC-enabled 
flag, and can be in different tables.  That is the same as today, as all tables 
have the CDC-enabled flag set to false.

Changing the whole keyspace would mean my CDC consumer is now processing a lot 
of unneeded data, just to get to the one table of interest.
