Fixed one more

caused by the fact that, after calling
[{{shell.get_ring}}|https://github.com/stef1927/cassandra/blob/11850-cqlsh-2.2/bin/cqlsh.py#L933],
the replicas are no longer marked as up ({{is_up}} is false), is this expected

can we do better?
I've also implemented CASSANDRA-11979

whilst I was looking for the culprit of the failure above.
There are plenty more failures on 3.9 and trunk, they seem to happen also with
the old driver version but I will take a look anyway.
