Is it?  The first few I tried did not.  Some, (Tomcat and HTTPD for example) 
have a link to a dedicated "submitting bugs" type page.

The front-page is very much geared toward high-level description, and ends 
(content nearer the bottom) with links for learning more.  I can't really see a 
way of wedging a link to the bug tracker in there that doesn't seem out of 
context.

What we do have (on every page) is the "Contribute" link (links to 
http://wiki.apache.org/cassandra/HowToContribute) which could do with some 
work, including making earlier/more prominent mention of the issue tracker.  
That page is a wiki and can be edited by anyone.
