I think streaming is in a good place architecturally and I've reviewed the code 
a few times. The main blockers to being +1 are passing runs of the dtests + the 
upgrade tests as well as some benchmark hygiene. I think there are some LHF 
(for some definition of low hanging) performance wise, but they can be out of 
scope since the numbers are good enough right now.

If you could post some streaming performance number so we understand what the 
impact of this change is that would be great. I would like to preserve as much 
of the code and knowledge around benchmarking streaming as we can. If you have 
any automation you are using or test scenarios that you think are interesting 
for instance.
