A first version of this is up for 
[3.0|https://github.com/belliottsmith/cassandra/tree/14937-3.0].

Obviously this needs to be back- and forward-ported, but I have hacked the 
distributed tests in this branch to run against an external jar of the same 
version, and all functionality goes through the cross-version API.  Porting it 
to the other versions should be fairly straightforward, though it will no doubt 
end up conflicting with the changes on CASSANDRA-14922.
