Multiple runners were introduced in Jenkins CI with CASSANDRA-13078.

We only recently undid it, in CASSANDRA-15651, when the code went from `ant 
test` (and `ant test-all`) to testclasslist. The former targets depend on 
`get-cores` and `get-mem, but the latter do not.
