[~djoshi] as we resolved CASSANDRA-15694 there is nothing which prevents us
from merging this as well. Would you mind to go over this please? (PR in
description of this issue).
Do we want to back-port this progress into Cassandra 3.x as well? I am fine
having this just in 4 only.
