thanks for pointing this out.  I don't have issues rolling this under that 
ticket as this is basically "tools should work on java 11" and that ticket is 
"tools should work", so makes sense.

Trying to remember, but what I thought was that the amount of tools/options was 
much larger than the coverage from jvm/python dtests; but don't have any 
examples as I have neglected this work for a long time.

the 15583 effort...

One thing that would be great is to quantify what is tested and what is not, so 
we know which tools and which options are low hanging fruit.  Once we have this 
we can scope the work for j8, and j11 should just piggy back off it; for me j11 
ideally should be "we run the tests on j11", but what I remember was we lacked 
a lot of testing, so was planning manual testing for this scope
