As far as I understand, we move the requirement for build completion from 
start_job (which is the approval we give for most of the tests in CircleCI) to 
run the actual job.

That's great! That way we can approve the tests we need to run right at commit 
instead of waiting for the build completion to do it. 

+1 from me.

But you need a committer :)
