I just spend some time to go through the docs and check the points mentioned.

To summarize:
 * Improvement of the file format and explicitly saying that we need to 
implement two steps as follow would be good thing I think: 1) Update 
cassandra.yaml 2) enable FQL logging through nodetool

My personal opinion is that the help listing will be probably too long listing 
the full detailed information for all fqltool commands and pointing to the way 
to check on specific command is a good compromise.
 * Adding such an additional command probably deserves a separate improvement 
ticket? (Also, from the perspective that the doc part might be handled by the 
people dedicated to the project documentation, and the command part is 
engineering work.)
