I'm unable to repro this after thousands of runs, and jenkins has never seen it
fail, so there's something special about circle here. Unfortunately, for
whatever reason our circle configs force all the logging to INFO, so we never
see _why_ this failed. Since I can repro, I propose pushing the debug logging
to error when the error occurs so regardless of the log level we can see what
happened:

and the next time it fails we'll have something to work with.
