[~jmckenzie] By the end of this week or early next week I'll be able to kick 
off some actual test scenarios to compare C* 4.0 with JDK 11 and 8. I'm still 
working on the QA tool that among other things will enable this too. It's 
primarily target at k8s environments, since it relies on the Cassandra 
Operator, but we can run it locally (or on a large CI server) with Rancher's 
k3d.
I'll probably start with CircleCI but I'll sync up with [~mck] to have it 
running on ASF Infra eventually too.
