Talked to [~ifesdjeen] on Slack.
Considering the scope left until GA and that this issue fixes behavior in case
someone didn't follow the instructions to upgrade sstables before dropping
compact storage, this patch will be put on hold for later(for sure great
improvement that should go in) in favor of solid documentation and NEWS.txt.
Anyone against moving it to 4.x for example and posting a patch to update
NEWS.txt and docs for now?
