This is a good point, and perhaps reducing the execution frequency for 
rat-check is not the right approach, but I think we'll have continual problems 
trying to exclude everything via .gitignore, especially when rat uses ant-style 
globs, meaning we don't have a universal .gitignore format.

Ideally,  rat-check would only check tracked files. Is there anything we can do 
to narrow its scope?
