We should be open (and careful) to the possibility that these steps may never 
complete.
As written in the ticket description, there's nothing broken with using JUnit4, 
and there's no JUnit5 features that we need. IIUC having the JUnit5+Vintage in 
place adds value as new written tests can be against JUnit5. That is… the 
rewrite of existing tests should be optional and not a hard requirement for the 
rationale and value of undertaking this effort.
