[~sumanth.pasupuleti] and a few of us have been discussing this ticket offline
a bit - I have a PR available as well for a version of this implementation that
should satisfy the requirements of the CEP if we want to consider this.

For now, I put the deny list into system_distributed and moved that from repair
into schema. In general, there's a lot of "action" going on in that file that
makes me uncomfortable w/it living in schema; seems like a refactor to pull the
view building and such out of there would be reasonable if we decide to go
forward with this patch.
