Is CASSANDRA-2388-local-nodes-only-rough-sketch the direction we want then?
This is very initial code, i can't get {{new
JobClient(JobTracker.getAddress(conf),
conf).getClusterStatus().getActiveTrackerNames()}} to work, need a little help
here.
(Also CFRR.getLocations() can be drastically reduced).
