We had a larger convo in slack, dumbing the jist here...
* A client API wanted a concept of "history" so it could know if a NORMAL node
was recently bootstrapping
* nodetool gossipinfo is useful as a vtable
* this patch mimics the diagnostic logic, so should figure out how the two are
related
