So in CASSANDRA-17132 I removed from cassandra.yaml  
otc_backlog_expiration_interval_ms which I found It removed from Config class 
as part of CASSANDRA-15066 (the rewrite of the internode messaging subsystem).  
I guess it is just a good luck no one complained of missing it before.

I didn't manage to identify NEWS.txt or CHANGES.txt entries for it so I added 
it back as deprecated in Config.java now, even if it wasn't removed by me. As a 
placeholder as the others just for clarity.
