If we don't want the py311 failures visible, then we'll have to commit 
CASSANDRA-18088, update docker and commit this, and then run CI for 18088 (and 
hopefully it works.)

If we don't care about the py311 failures in the brief window between this and 
CASSANDRA-18088, we could update docker and commit this ticket, then run CI on 
18088 and commit it.
