Test and Documentation Plan: Avoid regressions in {{RepairErrorsTest}},
{{BulkLoaderTest}}, and {{SSTableLoaderEncryptionOptionsTest}}, and verify that
not allowing early calls to {{getPreferredIP()}} in
{{NettyStreamingMessageSender}} _does_ break {{RepairErrorsTest}}.
