Yeah, the idea here is just to _support_ virtual threads so that we can run
faster, as probably the majority of simulator time is spent in the scheduler.
This is just about opening up that possibility for the simulator, not having
the simulator _require_ a later JDK version. There will be lots of code changes
needed to support that, but they should be backwards compatible, and the only
difference should be some minor scaffolding to launch using a different kind of
executor.
