Spoke with [~mck] in slack, +1.
The change to check for current major/minor is more a defensive change as the
current logic allowed unexpected states... given the from/to is hard coded in
the call paths, this won't change any tests, but if we do have code in the
future that allowed overriding these then this will protect us.
