As adding the tests is a blocker(we cannot rely on Jenkins as it runs less
upgrade tests at the moment and not sure when and how this will be fixed as
there are numerous concurrent initiatives in that area) to drop JDK8 but adding
tests to 4.0 and 4.1 is a lower priority (forward testing with JDK11 is covered
by the backward testing we add here on trunk), I will dedicate this ticket to
the trunk JDK11 Java and Python upgrade tests addition and open two other
tickets - one to add the jobs to 4.0 and 4.1 and another one to fix
upgrade_through_versions.py
