IIUC testclasslist depends on maybe-build-test -> build-test -> checkstyle. 
This seems correct to me where when testing sthg checkstykle is ran as part of 
that being build. testclasslist is ran sometimes locally to run tests _exactly_ 
as CI to repro some condition, so when changing the code you want it to 
recompile it and not having to remember to do so. Artifacts, jar or any other 
of those targets won't help here.

Also with CASSANDRA-18588 impact is 0 now. So iiuc all is good imo.
