Coordinator nodes, these which will never join a ring, will be in STARTING
state for ever. So if we filter only nodes with NORMAL status here (1) instead
waiting for RPC, then replicas for hints will ever be just "normal" nodes
carrying data.
So this will not collide with rpc enable/disable as it is now?
