We want to prevent auto-repair scheduling from submitting full or incremental
repair sessions right after a preview repair mismatch has occurred. Paranoid
operators will likely want to prevent any new repairs until investigation, and
more lax operators might want subsequent repairs to run with
--include-gcgs-expired-tombstones (CASSANDRA-20071).
