ObserverQuery allows users to observe the state of the query which is being
attempted. During retries, some retry policies may change the consistency of
the query (e.a.
DowngradingConsistencyRetryPolicy) so it would be handy to have query
consistency in the ObservedQuery struct to detect its changes.
