Timer metrics essentially combine a Meter and a Histogram, but the
{{system_metrics.type_timer}} vtable only shows the data from each timer's
meter.
Its schema should look like a superset of {{type_meter}} and
{{type_histogram}}, but instead is identical to {{type_meter}}.
