added squash commit for:
- sstable sequence identifier matches the C* version number used,
- add the missing legacy_na_tuple sstables,
- fixed BigFormat's `nb` comment to accurately state it was introduced in
4.0-rc1 (not 4.0.0)
- remove the `nc` files, as that format was removed in CASSANDRA-19010
- assert that `{{InvalidRequestException: Cannot re-add previously dropped
column 'val3' of type frozen<legacy_da_tuple_udt>, incompatible with previous
type frozen<tuple<frozen<tuple<text, text>>>>`}} is thrown when trying to
re-add a dropped frozen udt.
