Description: Track how much time is spent building interval trees under the
{{Tracker}} lock when creating a new {{View}}. This will give us data on the
performance of {{SSTableIntervalTree}} s and whether changes are actually
beneficial on real world data sets as well as how badly a workload is being
impacted the latency of building {{SSTableIntervalTree}} s. (was: Track how
much time is spent building interval trees under the {{Tracker}} lock when
creating a new {{View}}. This will give us data on the performance of
{{SSTableIntervalTree}}s and whether changes are actually beneficial on real
