CAS returns [applied] column for all operations to tell the user if it was
success or not, but when not success there are many cases where we return the
current state, and what gets returned follows non-intutative set of rules
(implementation details).
The Model should understand these rules so we can detect changes in behavior
(such as CAS backed by Accord).
