Summary: CassandraStreamReceiver switch only for REPAIR operation
as opposed to all the types

_CassandraStreamReceiver_ currently has one killswitch to disable the _write_
path based on one yaml configuration. The configuration switch is only meant
for Repair, but it is applicable for all the Stream operations, such as
BULK_LOAD, REPAIR, OTHER, etc.
Change the config such that it is only applicable for the Stream operation
type, "REPAIR."
